Q: What are the requirements for participating in Beijing's basic pension insurance program for urban and rural residents?

A: 1. Any unemployed individual who resides in Beijing, aged 16 or older but under 60 (excluding enrolled students), and holds a valid Foreign Permanent Resident ID Card or a Residence Permit for Hong Kong, Macao and Taiwan Residents issued in Beijing, may participate in the city's basic pension insurance program for urban and rural residents.

2. An eligible individual may register for participation at the social insurance agency in the region of the first-time accommodation registration for his/her Foreign Permanent Resident ID Card or the region where his/her Residence Permit for Hong Kong, Macao and Taiwan Residents was issued. All participants shall pay premiums in accordance with the regulations of China and those of Beijing.

3. An individual aged 60 or older, who has not received state-prescribed basic pension benefits, may receive monthly benefits of basic pension insurance for urban and rural residents, provided that he/she meets one of the following conditions:

- The individual has paid premiums for a total of 15 years;

- The individual is a foreigner aged over 45 years old on September 25, 2012, and has made continuous annual contributions since becoming eligible to participate.

Q: How to receive monthly benefits?

A: An individual aged 60 or older, who has not received state-prescribed basic pension benefits may receive monthly benefits of basic pension insurance for urban and rural residents, provided that he/she meets one of the following conditions:

- The individual has paid premiums for a total of 15 years;

- The individual is a foreigner aged over 45 years old on September 25, 2012, and has made continuous annual contributions since becoming eligible to participate.

Those who do not meet the aforementioned conditions must continue paying premiums after turning 60 until they meet the requirements for monthly benefits.

For an eligible individual to receive benefits, the district where he/she claims benefits is where the social insurance agency handling his/her first-time registration of participation is located. The financial authority of the district concerned bears the expenditure for the individual concerned.
