Q: How can I apply to participate in the program?

A: Foreigners and the residents of Hong Kong, Macao and Taiwan who comply with the provisions of Jing Ren She Ju Fa [2021] No. 21 (Notice on Issues Concerning Participation of Holders of Foreign Permanent Resident ID Cards and Residence Permits for Hong Kong, Macao, and Taiwan Residents in Beijing's Basic Pension Insurance Program for Urban and Rural Residents, Issued by Beijing Municipal Bureau of Human Resources and Social Security and Beijing Municipal Finance Bureau) can apply for participation in Beijing's basic pension insurance program for urban and rural residents in the following two ways:

1. Online

For self-service registration through the online service channel, an applicant shall supplement his/her information and upload his/her valid identity document for registration. If the applicant is a foreigner, he/she is also required to upload the Temporary Accommodation Registration Form issued by a public security organ.

2. On-site

The applicant should bring his/her valid identity document to the nearest sub-district-level or township-level government service center for registration. If the applicant is a foreigner, he/she should also bring the Temporary Accommodation Registration Form issued by a public security organ.

Q: How to apply for receiving the benefits?

A: An insuree meeting the conditions for receiving benefits can apply in the following two ways:

1. Online

After the insuree finishes checking the Comprehensive Acceptance Form for Basic Pension Insurance Benefits for Urban and Rural Residents (城乡居民基本养老保险待遇相关业务综合受理单; hereinafter referred to as the "Comprehensive Acceptance Form") through the online service channel and confirms that all information is correct, the system generates an Approved Form for Basic Pension Insurance Benefits for Urban and Rural Residents (城乡居民基本养老保险待遇核定表; hereinafter referred to as the "Approved Form for Benefits") for the insuree to confirm the treatment issuance standard.

2. On-site

An insuree can visit the nearest sub-district-level or township-level government service center to apply for claiming benefits. The responsible staff worker at the government service center concerned will verify the validity of the insuree's identity document, and input the insuree's information into the system. After the insuree confirms the Comprehensive Acceptance Form, an Approved Form for Benefits will then be generated and shall be confirmed and signed by the insuree. The application will be completed after the responsible district-level agency reviews.

Reminder:

A valid identity document in this case can be a valid Foreign Permanent Resident ID Card or Residence Permit for Hong Kong, Macao and Taiwan Residents obtained in the city. Since the Beijing Unified Identity Authentication Platform only supports real-name authentication for users holding three types of documents, namely the Resident Identity Cards of the People's Republic of China, Mainland Travel Permit for Hong Kong and Macao Residents, and Foreign Permanent Resident ID Cards, residents of Taiwan can currently only apply on-site.
