On April 27, the Beijing Municipal Bureau of Human Resources and Social Security issued the Action Plan for Innovative Development of Human Resources Service Industry in Beijing Municipality (2023-2025) in collaboration with other departments in the city, including the Beijing Municipal Commission of Development and Reform, Beijing Municipal Science and Technology Commission, Administrative Committee of Zhongguan-cun Science Park, Beijing Municipal Bureau of Economy and Information Technology, and Beijing Municipal Commerce Bureau. The Action Plan comprises 28 measures across eight domains, with a focus on providing industrial guidance, offering policy support, and creating a favorable business environment for enterprises. The objective of the Action Plan is to foster and expand market-oriented employment opportunities while enhancing the city's talent service capabilities, thereby further stimulating market vitality and developing new growth drivers. These endeavors will facilitate the smooth and orderly flow of labor force and talent, thereby expediting the elevation of human resource service standards in Beijing Municipality.

Developing a gradient cultivation system and establishing an ecosystem for industrial development with a focus on human resources services

In terms of development and innovation, the city will establish a gradient cultivation system to identify and nurture a group of "specialized, refined, differential and innovative" businesses that provide distinctive products or services, and support these businesses by incubating small and medium-sized human resources service enterprises. Relying on the municipal and district-level "service package" mechanism, the city will provide targeted services for enterprises. By 2025, the city aims to cultivate approximately two human resources service enterprises with an annual operating revenue exceeding CNY100 billion, around twenty human resources service enterprises with an annual operating revenue surpassing CNY1 billion, and about three online recruitment enterprises boasting over 100 million registered users.

In terms of integration and innovation, the city proposes to establish an ecosystem for industrial development with a focus on human resources services, facilitate the in-depth integration of human resources services with advanced manufacturing, and promote the coordinated development of the human resources service industry between the human resources service industry and the real economy as well as scientific and technological innovation. To enhance efforts in establishing an international center for science and technology innovation, promoting the development of the key projects in the "Two Zones" (the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone), as well as advancing key industrial areas within the city, Beijing will continue to provide enterprises with professional, market-oriented, and international talent information matching services as well as targeted services that accurately meet the demands of enterprises, and ensure that they can enjoy financial rewards according to the regulations.

Enhancing industrial digitalization capability and facilitating foreign trade through specialized support

In terms of agglomeration and innovation, the city will build a national, municipal and district-level human resources service industrial park system with high standards. By 2025, Beijing will build five to ten national and municipal-level human resources service industrial parks. The city will strive to optimize the spatial layout of human resources service industrial parks by utilizing idle land and spatial resources for the development of the industry. Additionally, the city will provide financial support for eligible projects that involve renovating and reusing existing spaces such as old plants and low-efficiency buildings into human resource service industrial parks.

In terms of digital innovation, the city will enhance human resources service enterprises to the status of innovation subjects and cultivate a multitude of small and medium-sized scientific and technological enterprises, as well as high-tech enterprises in Zhongguancun and national-level high-tech enterprises. In addition, the city will promote the high-quality development of digital innovation in human resources service industrial parks, and provide financial support for eligible projects aimed at enhancing the digital capacity of these parks and constructing generic industry service platforms.

In terms of opening up and innovation, the city will optimize the settlement methods for human resource service trade and conduct pilot programs to facilitate foreign exchange receipts and payments. Enterprises that have established branches in countries participating in the Belt and Road Initiative are eligible for direct subsidies for their overseas investments. Meanwhile, the city will incentivize financial institutions to provide financial support for enterprises engaged in international trade of human resources services and extend credit facilities to their overseas branches.

Revolutionizing supervisory methods and creating a favorable market environment

In terms of regulatory innovation, the city has implemented licensing, filing and reporting procedures for human resources services in accordance with legal requirements. Additionally, the Notification Commitment System has been further developed and innovative approaches to interim and ex-post supervision have been proposed. The city has also established a "6+4" oversight system for for-profit human resources service institutions, which refers to six basic oversight systems, i.e., risk monitoring, credit supervision, rating-based differentiated supervision, collaborative supervision, technology supervision and co governance supervision, and four specific measures to the pilot program of applying a unified regulatory compliance manual, unified checklist, joint inspection and unified credit rating in nine industries.

Moreover, the city will facilitate the establishment of a credit system for human resources service institutions and bolster their credit records.
