To enhance the provision of financial incentives for talent recruitment through headhunting agencies, the Beijing Municipal Talent Work Bureau, Beijing Municipal Finance Bureau, Beijing Municipal Bureau of Human Resources and Social Security, and other relevant authorities issued on September 3, 2024 the following supplementary notice for the Several Measures to Further Leverage Headhunting Agencies in Talent Introduction and Intelligence Integration for Development of Professional and Internationalized Human Resources Market (Trial) (Jing Ren She Shi Chang Fa [2018] No. 266; hereinafter referred to as the Measures). The notice concerns the section on "enhancing the opening-up levels of headhunting agencies".
The original clause in the Measures states that "Based on socioeconomic development needs, a talent recruitment project list shall be formulated with precision and released to all headhunting agencies citywide. Annually, approximately 50 employers and at most 200 key talent recruitment projects will be prioritized in receiving support." This has been revised to "Based on socioeconomic development needs, a talent recruitment project list shall be formulated, and talent recruitment shall be conducted through headhunting agencies. Annually, 50 employers and 200 key talent recruitment projects at most will be prioritized in receiving support." The clause "further relax restrictions on foreign capital ratios in Sino-foreign joint venture headhunting agencies" has been adjusted to "fully remove restrictions on foreign capital ratios in Sino-foreign joint venture headhunting agencies." The content stating that "preferential policies such as financial rewards and rent subsidies will be offered to world's top 500 headhunting agencies that relocate their headquarters to Beijing Municipality" has been deleted.
This supplementary notice shall take effect from the date of issuance. Matters not covered herein are still subject to the Measures.
