On December 31, 2020, the Beijing Municipal Bureau of Human Resources and Social Security, the Beijing Municipal Talent Work Bureau, and other relevant authorities jointly issued a supplementary notice clarifying reward criteria, application material requirements and other matters covered by the Several Measures to Further Leverage Headhunting Agencies in Talent Introduction and Intelligence Integration for Development of Professional and Internationalized Human Resources Market (Trial) (hereinafter referred to as the Measures).
Regarding the financial reward criteria for headhunting agencies, one in the Measures states that "(an individual) chosen and employed by an enterprise, with an annual salary of above CNY 500,000 and at a position higher than a departmental head". However, in the case where the annual salary falls below CNY 500,000 or the position is below departmental head level due to special circumstances, the reward may still be granted upon review and approval by the Working Group of Talent Headhunting and Recruitment Reward (comprising the Beijing Municipal Bureau of Human Resources and Social Security, the Beijing Municipal Talent Work Bureau, the Beijing Municipal Finance Bureau, the Beijing Municipal Science and Technology Commission and the Administrative Committee of Zhongguancun Science Park).
For the application materials for headhunting agencies seeking financial rewards, the Measures mandates the submission of a labor (employment) contract signed between the employee and the employer, with exceptions allowed for individuals engaging in research projects of key priority fields supported by the municipality. In such cases, any such individual who has signed a labor contract with an employer other than the applying entity due to special circumstances, the reward may still be granted to the headhunting agency concerned upon review and approval by the Working Group of Talent Headhunting and Recruitment Reward.
