In 1956, semiconductor science and technology were listed as one of the four urgent measures for national new technologies in China's Twelve-Year Long-Term Plan for Scientific and Technological Development. To establish a research and development base for semiconductor science and technology in China, the Institute of Semiconductors, Chinese Academy of Sciences (hereinafter referred to as "IOS"), was founded in Beijing on September 6, 1960, marking the beginning of China's development in semiconductor science and technology.
IOS has two national research centers: the National Optoelectronic Technology Center and the National Engineering Research Center for Optoelectronic Devices; two national key laboratories: the National Key Laboratory of Optoelectronic Materials and Devices and the National Key Laboratory of Semiconductor Chip Physics and Technology. In addition, IOS has established the Key Discipline and Technology Research Center for New-Quality Semiconductor Lasers, the Nano-Optoelectronics Laboratory, the Artificial Intelligence and High-Speed Circuits Laboratory, the Optoelectronic Systems Laboratory, the All-Solid-State Light Sources Laboratory, the Wide-Bandgap Semiconductor R&D Center, the Optoelectronic Engineering Center, the Engineering Research Center for Semiconductor Integration Technology, and the Component Testing Center.
IOS currently has more than 700 employees, including approximately 600 scientific and technical personnel. Its staff includes eight academicians of the Chinese Academy of Sciences, one academician of the Chinese Academy of Engineering, more than 50 high-level talents recruited through national talent programs, 20 recipients of the National Science Fund for Distinguished Young Scholars, and 10 selected participants in the National Hundred, Thousand and Ten Thousand Talents Project. Since its establishment, IOS has received nearly 40 national awards and more than 200 provincial, ministerial, and social awards. Among them, Academician Huang Kun received the State Preeminent Science and Technology Award in 2001. IOS also has three postdoctoral research stations, five first-level doctoral degree programs, and two professional degree authorization programs.
IOS attaches great importance to domestic and international exchanges and cooperation. It has signed multiple industry-university-research cooperation agreements with local governments, research institutions, universities, and enterprises, actively serving enterprises and regional economic and social development. IOS has also actively carried out multi-level and comprehensive international academic exchanges and cooperation, achieving notable results and receiving recognition as an International Science and Technology Cooperation Base. By investing patents and proprietary technologies with independent intellectual property rights and integrating social capital, IOS has established more than 10 high-tech enterprises and promoted the transformation of scientific and technological achievements into real productive forces, initially forming industrialized and commercialized operations.
Guided by the institutional philosophy of "Two Excellences" and "Three Promotions", IOS has continued to strive and scale new heights, achieving rapid development. It has now developed into a national comprehensive research institution integrating research in semiconductor physics, materials, and devices with system integration applications.
The medium- and long-term strategic goals of IOS are to carry out basic, forward-looking, and strategic scientific and technological innovation closely related to national development and at the frontiers of global science and technology, thereby providing sustained momentum for the development of China's high technologies; to focus on major national needs, conduct frontier basic research and applied technology research, support national scientific and technological development, and contribute to technological progress in related industries; to attract, gather, and cultivate world-class talent; and to establish open experimental research and testing platforms at an internationally advanced level, achieving leapfrog and sustained development in scientific and technological innovation capacity and becoming a locomotive driving the development of semiconductor science and technology in China.
